From the Progress Report of the Royal Commission on the
Agricultural Industries of Western Australia on the Wheat-Growing Portion of the South-West Division of the State
:
Saturday 16 December 1916 at Three Springs
"EVANDER WILLIAM FRANKLIN, Farmer, Three Springs, sworn and examined:
I have been farming for eight years here. In fact, since the land was thrown open. I was a farm hand for seven or eight years in South Australia and New Zealand; at Bruce, Baroota and Ardenvale in South Australia. I have 770 acres of Government land in two blocks priced respectively at 10s. and 14s. There were 300 acres first class and the balance sand plain. I am distant three miles from the railway. I have 300 acres cleared. It is all fenced with a boundary fence and subdivided into five paddocks. The water supply is one small dam of 800 yards 6ft. deep. My well went salt recently. The dam cost 1s. 3d. a yard. It is not covered in. It will not last through the summer. I shall have to cart water this year. I am a married man with two children of my own, as well as a motherless child partly dependant on me. They are too young to go to school. I have an iron and bush timber house lined with hessian, an iron roof stable with timbered sides and two straw-thatched sheds, a set of implements, six working horses, one cow, a few pigs. I and two of my brothers started farming with £70 and borrowed from the Agricultural Bank an amount which has since been transferred to the National Bank, £670. I owe £300 to a brother free of interest.
I have 270 acres cropped, no fallow. I believe in fallow but have not had any since 1914. Since then I have been putting in as much as I could with a view to pulling up my arrears. I have 300 acres cleared and if I fallowed the half of it and put in half I would have no hope of paying my working and living expenses. However, I put in 300 acres last year and 270 this year. The land is pretty dirty. Next year I shall put in half and fallow the other half, or try and get land elsewhere and fallow the lot. In 1909 we got 28 bushels over 300 acres but portion of that was on another man's property and we gave him a quarter of the crop. Under ordinary circumstances it would not pay to rent land unless it was strong and clean. Last year from 300 acres I sold 1,160 bags and I retained 67 bags for seed and cut 25 tons of hay, somewhere about four bags [an acre]. This year I have insured it for 14 bushels. At the present time it would take 28s. to 30s. an acre to put in and take off a 15-bushel crop. I sow about one bushel of seed to the acre and about 60lbs. of super. I have only a three-furrow plough. Last year I hired a four-furrow. With six horses I can do four acres a day. I have a 14-disc drill and can do 11 acres a day with it. I have a Sunshine harvester this year. I had a reaper-thresher before. Eight acres would be a fair day's work cultivating. I got a reaper-thresher in 1910. It broke down because it was never a satisfactory machine. It was one of the first three that were introduced into this country. We were offered a concession to introduce it. There are too many wearing parts in it. Last year it broke down and I borrowed a Sunshine from my brother. The machine turned out now is much better than the old one. Bulk handling [of wheat] would undoubtedly reduce our working costs and we would have to convey the grain in a wagon or buy bags and cart it. One bale of bags would do for a year or two. All farmers' machinery should come in free of all duty. It seems to me we are paying too much already and the cost of production is too high. We have to place our produce on the markets of the world and take our chance. There is heavy duty on jute goods also which we should not be asked to pay, as cannot produce the article here.
Last year I had rust. All that I sow after rain I pickle. What I sow before rain I do not pickle. Sowing before rain seems to resist rust. I had smut on that. It was on wet ground. I do not grade the wheat beyond cleaning it in the Sunshine and putting it through the winnower. Vegetables do well here. I put in a few vines but the white ants ate them out. I have not done much with pigs. I started with three sows. I have a couple of acres for a pig paddock, two sows and a boar, and the drought struck so I had to sell the pigs and poultry but I have some poultry again now. I do not employ labour because I cannot afford it, but 30s. to 35s. a week and find it about the ruling rate.  Labour is getting less satisfactory. The average farmer is not in the position to employ constant hands as the work is casual and men therefore drift into other avenues of employment. A mixed farmer in this district should have not less than 1,000 acres of land and single-handed he should be able to deal with 300 acres [of crop] annually. Co-operation is an excellent thing. We have tried it to a small extent. It is a melancholy fact that when you ask farmers to co-operate they immediately begin to act individually, but they have never been organised properly and it must gradually come about. We did a little in the way of freights and purchase of bags here. Some of us got a truck of bags and saved 9s 7d. a bale. Another man sent for one bale and it cost him 16s. I do not think the land laws are too bad, but forest land is valueless until it is cleared. I have been paying rent and Road Board rates and land taxes for eight year for land that I have not got a quarter out of. I have not cleared it because I have not had the money to do it with. I am prepared to say that a man should get his land for nothing. I do not think the land laws prevent a man from succeeding. I have not had much concession with regard to my rent but there are other things which require most adjustment. The tricky nature of the railway freights is a problem and so are the protective duties. I used to think the fostering of industries provided a local market for produce, but when you consider we have to pay land tax and income tax, Road Board rates, taxes on bags and machinery and wool packs, it will be easily seen that an undue proportion is the lost of the farmer.
I would like to go in for sheep, and if the Government would supply sheep on extended terms it would suit me. I could carry 100 breeding ewes and possibly more, and they would keep my land clean. Unless you fallow you cannot keep your land clean. In 1914 I had the best fallow in the district, and had to get my neighbour's sheep on it to keep it clean. This is not a dairying district. It is too hot and too far away from the market. I have one cow myself. The winter rains begin in the middle of May and soon after take up. The dry feed is not much good. You would have to feed stock for six months in the year. I have not seen any poison, but I am told there is poison between here and Arrino. I have already referred to the duty on jute goods. Then there are the excessive shipping rates that we suffer from, and the number of hands that our produce passes through, but the present pool scheme looks like an effective organisation. If it could be worked satisfactorily, so much the better, but we should not be left to the whims of speculative buyers. Then, again, the railway freights are far too high. Mixed farming is the only means by which farming can be made to pay. In a new district there is something like £500 to £1,000 in the shape of dams standing between the farmer and development. No doubt a good deal of our trouble may be traceable to the industrial unrest that prevails at present in the shape of strikes and slowing down. They have had the effect of putting up the cost of every commodity that the farmer requires. The way to overcome these difficulties is to educate the people. If coal costs more and iron costs more these costs go to the manufactured machine and finally on to the farmers' costs. I think myself it would be a good idea to compile a standard work on industrial economy and to have it circulated widely, and I think it would prove to be a good investment. These troubles are like an epidemic, and when an epidemic breaks out it is as well to deal with it promptly.
If I had more land cleared I could certainly succeed here."

From The Western Mail newspaper, Thursday 26 December 1929:
Country Towns and Districts - Three Springs and Mingenew - Cereal and Pastoral Wealth - People and Properties
"Born in South Australia, on Canowie Station, afterwards migrating to Maoriland, Mr. Franklin arrived in this State in 1903, and, three years later, he took up land in the Three Springs district with the first pioneers. Mr. Franklin is a director of the North Midlands Co-operative Society, and holds several public offices. He has named his property Canowie Farm, after his birth place. There are 1,400 acres of heavy arable country, and some distance away he owns of 5,000 acres of lighter country. Mr. Franklin is at present building up his flock, which consists of 1,000 head. His grown sheep cut 9¼lb. of wool this year, and at the local show he exhibited the successful West Australian bed merino ewe. He also annexed the first prize in the cattle section for the fat beast. The wheat acreage this year was 430, and for the next season he had 400 acres of fallow, and will also crop 300 acres of oats."

From The Countryman newspaper, Thursday 23 August 1973:
All Roads Lead to North Midlands Show - First Settler Recalls Early Days of District
"One of the oldest pioneers still living in the North Midlands region is Evander Franklin who, with his brothers, took up land west of Three Springs in 1906. Evander is 94 years of age and living in retirement at the new Lady Brand Lodge for the frail aged people alongside the Three Springs Hospital where his 95-year-old wife Henrietta has been for some time. He came to WA from Canowie Station in South Australia in 1903 and took up a small block about 20 miles from Geraldton and started market gardening. His brother Charles came down to farm in the North Midlands while he and another brother Red kept on at the market garden. Ted Franklin went back to South Australia later on but Ted joined his brother Charles in Three Springs on what was then known as the Kadathinni agricultural area west of the township. The original property was carried on by his son Evander Lindsay Franklin and is now run by his grandson Mostyn with his wife and family. Throughout his life Evander has been involved in most community affairs including shire council, sporting clubs and the show society. He is a life member of many of these organisations and this includes honorary life membership of the Royal Justice Association of WA. Evander became a Justice of the Peace in 1936 and was a member of the Three Springs Children's Court for many years. Still reasonably active and keen on taking long walks, he has many memories of the region which read like a chronological history of its development. He had come to the district in the first year land was opened in the area and still maintains it is one of the best farming areas between Perth and Geraldton. Unfortunately his wife Henrietta is too ill to take part in his daily activities but there include twice daily visits to her bedside to chat together. A keen show exhibitor in the early days Evander Franklin views the establishment of the North Midlands show as a realisation of the district's growing prosperity."
