"Owning 903 acres of the Inering Estate, Mr. J. Frame is a solder settler who
has done well. When he took over the block six and a half years ago, no clearing
had been done, but the timber and scrub are all off now. This season he is
hoping to average 18 bushels from 300 acres, 200 acres of which were on fallow
in preparation for seeding. From 100 acres of premium wheat (Minister) he
obtained six and a half bags. Mr. Frame is keenly interested in sheep, and he
has 300 head of Murray strain. Included in his five pure bred rams is the one
that took first prize as a two-tooth strong wool merino at Geraldton and
Greenough shows. The ram was bred by Mr. I. Burges, of Irwin Park. Mr. Frame,
who is on the committee of the Carnamah agricultural society, has taken first
prize for fleece wool at the show for three consecutive years. During the war he
served with the 44th Battalion. He takes much interest in the welfare of the
district and is chairman of the Inering Progress Association. Before the war he
was on the land at Three Springs."

It is believed he had an alcohol problem as his employer instructed another
farmhand never to give him any alcohol [P219]
He was also under instructions that he was never to get onto the hay wagon, only
to throw the hay onto it [P219]
The other farmhand disobeyed both instructions on 4 November 1940 and he fell
off the wagon and severed an artery in his thigh [P219]
After falling from the wagon his employer put a matrass on the back of a utility
and rushed him to the hospital in Three Springs [P219]
On the way he asked to see Betty TUCKER so they called at the Carnamah State
School and she came out, and he spoke to her [P219]
He passed away that night at the North Midlands District Hospital in Three
Springs [4: 9-Nov-1940]

From the Occurrence Books of the Carnamah Police Station:
Monday 4 November 1940: "Telephone message received at 10/40 p.m. from Constable
Meyer of Three Springs to the effect that a man named Franklin who had met with
a painful accident on Tucker's farm Carnamah had passed away, and to notify Mr
Tucker that he was wanted at Three Springs to identify the body as a post mortem
examination had been ordered by the Coroner, and inquiries re accident were
necessary for the information of the Coroner. Constable White reports leaving
immediately for Tucker's farm and notifying Mr Tucker immediately, Mr Tucker
left straightaway for Three Springs, returned to station at 11/30 p.m."
Tuesday 5 November 1940: "Constable White reports visiting Tucker's farm at 7
a.m., and making inquiries into the fatal accident of Henry Charles Franklin on
the 4th inst. I visited the scene of the accident and also made examination of
the wagon, horses, harness, etc., and took statements from Mr A. P. Tucker and
William John Quinn, who had been working with the deceased hay carting. I also
took possession of all property of deceased, vide inventory, and Special Report
to Coroner and District Office. Returned to station at 9/15 a.m."
From The Irwin Index newspaper, Friday 9 November 1940:
"Fatal Accident - As the result of injuries received in an accident on
Monday afternoon last, a farm hand named Henry Charles Franklin, 64 years of
age, who was employed by Mr. A. P. Tucker, of Carnamah, died in the North
Midlands Hospital at Three Springs that night. At the time of the accident
Franklin was engaged in driving a loaded wagon, and as far as can be ascertained
he had just passed through a gate when another farm hand named William John
Quinn, who was accompanying the deceased, alighted to close the gate. Quinn
heard Franklin calling to stop the moving horses and then saw the deceased
crawling from under the vehicle. Franklin appeared to be seriously injured and
was unable to give any statement of the happening. Quinn stopped the team and
then reported the matter to Mr. Tucker, who immediately returned to the wagon in
company with his wife and motored Franklin to Three Springs, but the unfortunate
man failed to respond to treatment at the hospital. A post mortem examination
disclosed a broken pelvis and severed main artery which caused internal
bleeding."

His water supply was from a dam and two wells, one of which
gave good water and the other water only suitable for stock [152]
The dam, which he made himself, was 800 cubic yards in size
and was held water about seven feet deep [152]

iron walls, and lined walls throughout on the inside [152]
He also had an open 40 by 22 foot machinery shed by 1916,
but didn't have a machinery shed [152]
In 1916 he had a Rumley tractor and 16 working horses, three
cows, two calves and only five of his sheep left [152]
Grew 740 acres of wheat crop in 1916 and in late November
expected an average yield of 15 bushels per acre [152]
He estimated that it cost him 25/- per acre to put in and
take off his crop using his tractor in 1916 [152]
Compared to horses his tractor was cheaper per acre, allowed
a longer working day and could do more acres per day [152]
Initially carted his wheat in bags to the railway siding on
a wagon, which would cut six inches into the ground with the weight [152]
In 1916 he carted his wheat to the railway siding in
Perenjori with his tractor which didn't sink into the ground at all [152]
Kept poultry, pigs and sheep for their own use, and in 1916
paid between £2/10/- and £2/5/- per week in wages to workmen [152]
He said "...the men that I have are good men and I know
them. Some days they work from daylight till dark as work presses" [152]
Gave evidence to the Royal Commission on the Agricultural Industries of Western
Australia in Perenjori on 25 November 1916 [152]
He believed farming machinery was too expensive because it
was imported and then had duties imposed on it [152]
His suggestion was that the duty be removed and that
ultimately farming machinery should be manufactured in Australia [152]
It was his opinion that a farmer should have at least 3,000
acres of land [152]
He stated that "If I had known what I know now I certainly
would not have come out to Australia to farm" [152]
Nevertheless he believed he could make a success of farming,
especially if farmers could get cash for their produce [152]
Practically and ethically he strongly disagreed with wheat
being pooled and the farmers not getting paid until much later [152]
His main problem was he had to practically pay cash for
everything yet he had to wait to get paid for his wheat [152]
He also stated that it would be beneficial if farmers could
get breeding ewes on extended terms, to make a start with sheep [152]
In 1929 he had 840 acres of his farm cropped in Merredin and Nabawa wheats, 640
acres of which was on fallowed land [39: 17-Jun-1929]
His land was "quite clean" and his crops weren't troubled by
any types of wheat diseases [39: 17-Jun-1929]
In 1929 he was building up a nice herd of pure Jersey cattle

Celebrated his daughter "Mabe" Mabel's 21st birthday with about 50 guests at

The Beginning of Perenjori - Pioneers Still Farming
"Faith in the district is shown by the first pioneer, Mr. R. F. Fullerton,
remaining there to this day. He arrived there in 1911, when it was all bush, and
there was no settler within many miles. For a few month he eked out a lonely
existence, until he was followed by Messrs. T. and M. Farrell, W. Forrest, W.
Beatty, Hesford Bros., T. Keogh, W. Payne, and D. Smith. Mr. Fullerton took up a
selection timbered with York and salmon gum, and a sprinkling of sandplain. His
first crop was 12 acres, which did not justify harvesting. His stock consisted
of a pair of horses, which he had brought at Carnamah, and a few sheep which he
bought at Mullewa - a flock he increased later to 3,000. Eventually he increased
his holding to 2,000 acres, clearing at the rate of 200 acres a year. He had
compensation for his unsatisfactory results in [the drought of] 1914 by securing
an average in the following year of 27 bushels from a 200-acre paddock, with an
all-round average of 23 bushels for the farm. His latest crop turned out about
15 bushels, through his Nabawa [wheat] went 22 bushels. He is carrying a few
hundred merino sheep, and his clip averages 8lb. per head. A feature of the farm
is the substantial shed and yard accommodation."

On the morning of Monday 16 May 1930 the laundry, garage and a portion of his

which were built of oiled wood, were a mass of flames [4]
Within five minutes a large number of helpers had assembled
at the two houses, which were threatened of being destroyed [4]
Those present quickly emptied all furniture and contents
from both houses out onto the street out of danger [4]
By this time the walls of their home were on fire however
with the assistance of trucks carting water the houses were saved [4]
He lost his car, which was inside his garage, and it was
uninsured as its insurance policy had expired a couple of weeks earlier [4]

through a ¼ mile of water near Moora (which was flooded) [5]

was too deep so waited two hours for it to lessen in depth [5]
After sounding the depth of the water and wading they
proceeded with the journey and eventually arrived back in Carnamah [5]
