In connection with his power station he received a lighting concession from the Three Springs Road Board [5: 12-Jun-1936, 10-Jul-1936]
Per the concession he had to: provide an electric light service from 5 p.m. to 8 a.m. in winter and 6 p.m. to 7 a.m. in summer [5]
In addition to the overnight hours, he had to provide the service for a full day once a week for ironing purposes [5]
The service had be available at the North Midlands District Hospital in Three Springs whenever they required it [5]
The most he could charge was 1/- per unit, however the least he could charge his consumers per month was 8/- [5]
He had to supply the Three Springs Road Board at the same charge as his general consumers [5]
He had to have the street lights in the Three Springs townsite alight at night until 12 p.m. unless there was a full moon [5]
Initially his wife and children stayed with relatives in Armadale as he had trouble securing a house in Three Springs [5: 24-Apr-1936]

A Business Change
"The Electric Supply Station at Three Springs changed hands recently, when Mr. L. J. Carter, late of Koorda, acquired the business from Mr. W. A. Rogers. Mr. Carter makes a speciality of wireless repairs and radio service, besides carrying a stock of electrical equipment. He is also keenly interested in sport and general community activities which should make him a decided asset to the district."
